EUAM Iraq organised a study visit to Budapest to support the development of law enforcement training in Iraq
01-10-2026

As part of its ongoing support to Iraqi security institutions, EUAM Iraq organised a study visit to Budapest for representatives from the International Cooperation Directorate, and Training and Qualification Directorate, Directorate General of Anti-Narcotics and Psychotropic Substances, Directorate of Organized Crime, Institute of Criminal Intelligence and Investigation, and Border Force Command training institutions   of the Iraqi Ministry of Interior. The Iraqi delegation gained first-hand insights into European approaches to law enforcement and border-management education and training.

During the visit, the delegation engaged with the European Union Agency for Law Enforcement Training (CEPOL), the National University of Public Service, and the International Training Centre of Hungarian Ministry of Interior and International Law Enforcement Academy. Participants explored how these institutions design and deliver professional training and how their respective roles and working relationships contribute to the development of law enforcement and border-management capacities.

Discussions focused on training design and teaching methodologies, including Train-the-Trainer approaches, learner-centred learning and modular curriculum design. The delegation also explored training approaches in areas related to organised and cross-border crime, counterterrorism and cybercrime. The exchanges provided participants with practical insights that can support the further development of training programmes and teaching methods within their respective institutions in Iraq.

The programme also provided an opportunity to strengthen professional connections between Iraqi and European law enforcement training institutions and explore continued cooperation and exchange of expertise. The knowledge and experience gained during the visit will be reviewed with Iraqi counterparts as part of follow-up discussions, helping identify lessons learned and opportunities for their practical application.

The study visit forms part of EUAM Iraq’s broader support to the Iraqi Ministry of Interior and its efforts to strengthen professional law enforcement and border-management training. By connecting Iraqi training institutions with relevant European expertise, EUAM Iraq supports knowledge-sharing that responds to Iraqi institutional priorities and contributes to sustainable capacity development.
