As part of its ongoing support to Iraqi security institutions, EUAM Iraq organised a study visit to Finland for representatives from key Directorates of the Iraqi Ministry of Interior. The Iraqi delegation gained first-hand insights into the Finnish Police model, institutional and operational capabilities, investigations, intelligence analysis, and cooperation at national and international levels.

The delegation also observed how Finnish police institutions cooperate and coordinate their work across different areas. Discussions in the group focused on how institutional and operational structures support effective policing and how investigations and intelligence analysis contribute to police work and operational decision-making. The delegation also learned about mechanisms used to coordinate the work of relevant actors and facilitate information sharing.The programme also provided a platform to discuss future cooperation between Iraqi and Finnish counterparts, including opportunities for further exchange of expertise and training.

“The visit gave the Iraqi delegation first-hand insights into the Finnish Police model, while also strengthening contacts between Iraqi and Finnish counterparts. Beyond the professional knowledge gained, the visit laid the groundwork for continued dialogue in areas of mutual interest,” said Jari Kinnunen, Senior Strategic Adviser from Finland, working at EUAM Iraq.

The study visit forms part of EUAM Iraq’s broader support to the Iraqi Ministry of Interior and its efforts to strengthen national inter-agency coordination and develop professional, coordinated and service-oriented policing. By connecting Iraqi security institutions with relevant European expertise, EUAM Iraq supports knowledge-sharing that responds to Iraqi reform priorities and contributes to sustainable institutional development.
