At the request of the Higher Institute for Preparing and Qualifying Leaders in the General Secretariat of the Council of Ministers (HILPQ), EUAM Iraq conducted a strategic leadership programme for decision makers across the security sector. Dr Abdul Karim Kadhum Ajeel, Dean of HILPQ, opened the two-day programme, which was attended by senior representatives from various institutions throughout the country.
The programme combined theoretical knowledge with practical working sessions and discussions on good practice fostering effective leadership, strategic vision and accountability.
“Competent, ethical and forward-thinking leaders are key to building citizens' trust in the security institutions. This trust legitimises the security agencies and lays an essential foundation for Iraq’s safety and stability,” summarised Robert Boer, Acting Head of EUAM Iraq, during the certificate handover ceremony.
Continued leadership development is critical to facilitating the necessary institutional reforms and supporting the government in managing change, including in support of security sector reform. To promote this change, the HILPQ supports with courses, training and high-level events for senior leadership of all Iraqi government entities (Deputy Ministers, DGs, Deputy DGs etc.).
